    quality of community resources, and address potential barriers for residents.

    Stormwater fund to appropriate Stormwater retained earnings in the amount of $50,000 to

    5.c Consider a request from the Finance department as a part of the Financial Transparency
    Project, accepting with appreciation donations totaling $13,500 ($1,000 from Castlerock
    Hardscapes LLC, $5,000 from Ratzlaff Construction and $7,500 from Donaldson Grading
    Company Inc.) for the Liberty Village Project and amend the budget to consolidate all funds
    related to the Liberty Village Project. (pages 14-17)

    5.d Consider a request from the Fire Department to accept the Assistance to Firefighters Grant
    in the amount of $590,000 and transfer $11,800 to the General Fund to remunerate the grant
    writer. This grant award includes a Town match of $59,000, which will come from funds already
    budgeted in the FY24 budget, for a total grant budget of $649,000 to be utilized for the
    purchase of Self-Contained-Breathing-Apparatus Compressor/Cascade/Fill Station and Portable

    5.e Consider a request from the IT Department to approve the funds for year two of a two year
    agreement with Sage Security Solutions, LLC in the amount of $135,144.92 to provide
    maintenance and support for the Town’s access control system. Contract 23-121
    5.f Consider a request from the Legal department to approve an ordinance deleting Sec. 2-61 of
    the Code of Ordinances. The proposed ordinance amends Chapter 2 of the Code of Ordinances
    by deleting Sec. 2-61 which is inconsistent with more recently adopted provisions of the UDO
    regarding the appointment of Board of Adjustment members separate from the Planning

    5.g Consider a request from Parks & Recreation to approve a contract with Imagine Music
    Group in the amount of $91,675 for the musical artist fee, production, staging, and equipment
    at the Bands, Brews, and BBQ Festival as part of the Town’s 150th-anniversary celebration.

    5.h Consider a request from Parks & Recreation to approve an amendment to accept a
    sponsorship payment in the amount of $20,000 from Mooresville Ford to be used for the Town
    of Mooresville’s 150th Events. (page 28)

    5.i Consider a request from the Police Department to purchase In-Car Cameras, Body Worn
    Cameras, and Tasers in the amount of $344,458.73. Funds were approved in the FY24 budget.
    5.j Consider a request from Public Services to reduce the speed limit on Culp Street from E
    Iredell Avenue (NC 3) to N Main Street (NC 152) to 25 mph in response to a citizen request.
    Mooresville Police Department agrees with this request.
    5.k Consider a request from Public Services to approve a municipal reimbursement agreement
    with NCDOT for the construction phase of TIP# BL-0013 (Moore Avenue Pedestrian
    Improvements) in the amount of $1,999,400 with 40% ($799,760) of the funding from the Town
    of Mooresville and 60% (1,199,640) of the funding from NCDOT, and approve associated budget

    5.l Consider a request from Public Services to approve a 3-year contract with Rubicon Global,
    LLC in an amount not to exceed $127,000 for routing software. The routing software will help
    operations run more effective and efficient as well as help reduce fuel costs and vehicle repair
    costs. The funds were approved in the budget. Contract ID – 24-142
    5.m Consider a request from Public Services to install two speed humps on Pine Street between
    Culp Street and Cook Street. Public Services received and verified a petition for speed humps. A
    traffic study was conducted and Pine Street meets the criteria of the Town Traffic Calming and
    Control Device Policy. Mooresville Police Department is in agreement with this request.
    Mooresville Fire Department is in agreement with the request as long as the Town standard

    5.n Consider a request from Public Services for the proposed contract with Republic Services in
    the amount of $200,000 and approve corresponding budget amendments. This contract
    request is the result of the BSS/Republic merger for tipping fees associated with the towns
    residential recycling program. Due to the merger being finalized in June, funds were not able to
    be budgeted for FY24. Contract 24-42. (page 57)

    5.o Consider a request from Public Utilities to approve an Agreement for Professional Services
    with HDR, Inc in an amount not to exceed $217,200, and associated budget amendment for the
    design, permitting and bid assistance of a new submersible pump station on Barley Park Lane.
    The budget amendment also includes funds for anticipated easement acquisition. Contract 24-

    5.p Consider a request from Public Utilities to approve an amendment to the Agreement for
    Professional Services for VFD Design Services with CDM Smith in an amount not to exceed
    $147,000 bringing the total contract amount of $318,157.90, and associated budget

    5.q Consider a request from Public Utilities to award a contract to Bob Stamey Associates
    Builders Inc. in an amount not to exceed $225,000 to remove and dispose of alum sediment in
    the backwash basin at water treatment plant #2. This is planned and funded maintenance work.

    6.a Contract Amendment: Task Order #2 – Wastewater Treatment Capacity Expansion
    Alternatives Analysis
    Consider approving Task Order 2 to the Master Agreement for Professional Services with Black
    & Veatch International Company by an amount not to exceed $1,293,530. Task Order 2 includes
    required water quality modeling and comprehensive alternatives analysis, both as required for
    a Environmental Assessment which will be necessary for alternatives being considered. This
    Task Order also includes additional regulatory planning and preparation.

    6.b Award of Contract: Water Treatment Plant #2 VFD Addition
    Consider awarding a contract to State Utility Contractors, Inc. in an amount not to exceed
    $1,049,000 for installation of a new variable frequency drive in the high service pump station at
    Water Treatment Plant #2, and approve the associated budget amendment appropriating from
    utility reserves. This is a planned capital project and recommended to provide additional
    redundancy and flexibility in pumping operations.

    6.c Contract Amendment: Mountaineer Contractors, Inc. on the West Wilson Avenue
    Improvements Project
    Consider approving Amendment #1 for Mountaineer Contractors, Inc. on the West Wilson
    Avenue Improvements Project for an amount not to exceed $560,000 and amend project
    ordinance budgets to accept the appropriation of reserve from the Utility Fund in the amount
    of $150,000 and the transfer of $410,000 from 2019 GO Bonds. This contract amendment will
    cover additional work associated with design changes necessitated by utility conflicts and other
    field conditions that required modifications and additional drainage infrastructure, utility
    relocations, materials, and traffic control. This will increase the contract amount from
    $4,628,369.97 to $5,188,369.97.
