    5.d Consider an amendment from Finance to appropriate the earned interest income in the
    amount of $9,941 from the ARPA account and transfer to the General Fund. Interest income in
    the ARPA fund is unrestricted. (page 12)

    5.e Consider a request from Human Resources to reclassify the Assistant Director for Planning
    & Community Development from a pay grade 361 to a pay grade 363 due to organizational
    change in structure and responsibility.
    5.f Consider approving a request from Human Resources to over hire for the Town Clerk
    position. This request will be funded via lapsed salary and will not require a budget
    amendment.
    5.g Consider a request from Planning to reorganize the Environmental Protection Committee
    (EPC) as a volunteer committee and not an official Citizen Advisory Committee, which will allow
    the EPC to continue with important project work with staff support without the constraints of
    holding formal meetings.

    5.h Consider a request from Planning to approve an amendment from to accept a grant in the
    amount of $160,000 from NCDOT through Charlotte Regional Transportation (CRTPO). This
    grant will be used to fund the Mooresville Mobility Plan which coalesces goals and
    transportation corridor recommendations from the One Mooresville Comprehensive Plan, the
    Pedal Mooresville Bicycle Plan and other existing transportation planning documents. The
    match of $40,000 will be transferred from existing budgeted funds for a total project cost of
    $200,000. (pages 13-19)

    6.a Text Amendment: Accessory Structure Sales (TA-2023-01)
    Reopen the public hearing to consider Text Amendment-2023-01 (TA-2023-01) amending the
    Unified Development Ordinance (UDO) to allow Accessory Structure Sales. Sheds by Design is
    seeking a text amendment to the Towns Unified Development Ordinance (UDO) to allow
    Accessory Structure Sales in the Community Commercial (CC) and Hybrid Light Industrial (HLI)
    zoning districts. The request was continued on August 7, 2023.

    6.b Rezoning Request RZ-2023-03
    Consider Rezoning Request RZ-2023-03. The Town of Mooresville is seeking to update the
    official zoning map to address several inconsistencies on parcels throughout the Town’s
    jurisdiction. These inconsistencies are the result of mapping errors related to year-to-year
    zoning map updates and, most recently, the adoption of the new Unified Development
    Ordinance and Zoning Map in February 2022.
    The properties within this request are as follows:
    Atwater Landing: A 20.51-acre portion of the Atwater Landing subdivision, occupied by 28
    single-family detached dwellings and common open space. A full list of Parcel Identification
    Numbers (PINs) are listed in the below field. Rezone from undetermined to Residential Low
    Intensity (RLI).
    Waterfront at Langtree: A 9.15-acre portion of the Waterfront at Langtree development,
    occupied by 45 attached residential dwellings and common open space. A full list of Parcel
    Identification Numbers (PINs) are listed in the below field. Rezone from Conditional Village
    Center (VC-C) to Corridor Mixed Use (CM).
    Isaac Property: A property (PIN 4658906842.000) near the intersection of Rinehardt Rd and
    Statesville Highway, which is currently vacant and partially occupied by a power line easement.
    Rezone from undetermined to Residential Limited Service (RLS).
    Belk Property: A property (PIN 4659704103.000) along Belk Rd near Statesville Highway, which
    is currently vacant. Rezone from undetermined to Residential Limited Service (RLS).
    Alcove Langtree Property: A property (PIN 4645566726.000) located on Edgeway Rd which is
    currently vacant. Rezone from undetermined to Residential Limited Service.
    Langtree Dev Co Property: A 17-acre property (PIN 4645920154.000 and 4645924687.000)
    located between Lake Norman and the future East/West Connector Phase 1. Rezone from
    Conditional Village Center (VC-C) to Corridor Mixed Use (CM).
    Blume Road Property: A 10-acre property (PIN 4636376822.000) located at the northeastern

    6.c Text Amendment: Erosion and Sedimentation Control (TA 2023-03)
    REQUESTING CONTINUANCE TO OCTOBER 2, 2023.
    Text Amendment 2023-03 (TA-2023-03): Amendments to the Unified Development Ordinance
    for Chapters 2, 5, and 9 to add Erosion and Sediment Control standards, definitions, and related
    requirements.
